Currently, a student worker can see tickets in the draft created by any other user.
This results in the creation and modification of a draft ticket by two different users which will lead to a lot of compliance issues and impact the sanity of ticket creation.
Hence draft tickets should only be visible to users who have created them not to all. The change will be applicable to all the personas within Simplify.
A similar change will be applicable to any internal vs external information (ex: Pending tickets)
